National Book Festival

Librarian of Congress Emeritus James H. Billington was the 13th Librarian of Congress and headed the Library from 1987 to 2015. In 2000, the Library of Congress National Book Festival was created under his leadership with Laura Bush. Billington was instrumental in making the Library’s vast collections accessible to all Americans, especially through its website at He is also originator of the idea that led to creation of the World Digital Library (, among many other initiatives.
