Speaker Biography:
James H. Billington was sworn in as the Librarian of Congress on Sept. 14, 1987. He is the 13th person to hold the position since the Library was established in 1800. He is a Russian scholar and has written several books, including a companion book to a three-part TV series, “The Face of Russia” which he wrote and narrated for the Public Broadcasting Service.
