With the transfer of Hong Kong to Chinese sovereignty, Hong Kong will
now be treated as a first-order administrative division of China. Geographic features
within Hong Kong will be qualified by (China). Buildings, parks, archaeological sites,
and other entities that may be qualified by name of city will be qualified by the local
place within Hong Kong or by (China) if no local place is appropriate. The qualifier
(Hong Kong, China) will be used only in cases of conflict with entities in another part of
China.
Zaire; Congo (Democratic Republic)
Because of the name change for the former Zaire, there are now two
countries called Congo. The two countries are represented by the headings Congo
(Brazzaville) and Congo (Democratic Republic). Those headings will be used for works
about the countries and as the form used in geographic subdivision. However, to
promote consistency between the forms of place names established as name headings and
subject headings, the geographic qualifier for places, events, etc., within each country will
be simply Congo, unless a conflict or other special situation requires a more specific
qualifier. The adjective form Congolese will include the parenthetical qualifier
appropriate to each country.

captions and code assignments to the 1996 edition. Other new captions and code
