Identification of PCC records

This memorandum states the conventions to be applied in identifying records created/upgraded by PCC/BIBCO. The accompanying table Identification of PCC-Associated Records Post March 3, 1996 has been prepared to ensure that all the new and upgrade conditions that can obtain under PCC have been taken into account. The conventions are similar to those applied under the National Coordinated Cataloging Program (NCCP), but have been simplified as they relate to upgraded LC-created encoding level 5 in-process records (called in LC Initial Bibliographic Control records and referred to hereafter and in the table as an "IBC record").

The following notation is used in stating the conventions of identification:

CAL = Cataloging library (as represented by MCLO symbol)
TRL = Transcribing (inputting) library (as represented by MCLO symbol)
UPL = Upgrading library (as represented by MCLO symbol)
Ldr/17 = Encoding level

008/39 = Cataloging source
# = blank
$ = delimiter
IBC = Initial Bibliographic Control (LC term used for item in process)
MCLO = MARC Code List for Organizations (formerly referred to as NUC symbol)

2. Identification of PCC created/upgraded records (non-CIP)
3. Identification of LC records
4. Idenfication of PCC/Upgraded CIP records in OCLC

Note: In the examples content designation is in MARC 21 notation except, for clarity, each subfield is preceded and followed by a space.

1. OCLC TREATMENT OF LC IBC RECORDS

The treatment of LC IBC records in OCLC depends upon the load source and the conditions encountered at the time of load as follows:

1.1 if an incoming IBC record issued by LC does not match an existing record, it is loaded if from an overseas office and retains its identity as an LC-issued record:

1.2 if an incoming IBC record issued by LC matches an existing record, it is processed but loses its identity as an LC-issued record:

1.3 if an IBC record is upgraded to full in a local system and subsequently loaded into OCLC, the record retains its identity as an LC-issued record but the symbol of the upgrading library is in the $c subfield of 040:

2. IDENTIFICATION OF PCC CREATED/UPGRADED RECORDS (NON-CIP)

2.1 Newly created record.

2.2 Upgraded non-LC record/Matched LC IBC record in OCLC. Note that this category includes LC-issued IBC records from overseas offices that match existing records in OCLC and lose their identity as an LC-issued record as described in 1.2 above.

3. IDENTIFICATION OF LC RECORDS

3.1 Full. Identification of LC full records remains the same:

3.2 Core (non-CIP). To draw attention to core records, those created by LC also contain "pcc" in an 042 field:

3.3 CIP (intended to be core). While in a CIP state (Ldr/17 = 8), "pcc" in 042 signals that the record is intended to be core.

4.1 CIP (intended to be full). Record after being loaded into OCLC:
