Identification of PCC records

This memorandum states the conventions to be applied in identifying
records created/upgraded by PCC/BIBCO. The accompanying table Identification
of PCC-Associated Records Post March 3, 1996 has been prepared
to ensure that all the new and upgrade conditions that can obtain under
PCC have been taken into account. The conventions are similar to those
applied under the National Coordinated Cataloging Program (NCCP), but
have been simplified as they relate to upgraded LC-created encoding level
5 in-process records (called in LC Initial Bibliographic Control records
and referred to hereafter and in the table as an "IBC record").
The following notation is used in stating the conventions of identification:
CAL = Cataloging library
(as represented by MCLO symbol)
TRL = Transcribing (inputting) library (as represented
by MCLO symbol)
UPL = Upgrading library (as represented by MCLO
symbol)

1. OCLC TREATMENT OF LC IBC RECORDS
The treatment of LC IBC records in OCLC depends upon the load source
and the conditions encountered at the time of load as follows:
1.1 if an incoming IBC record issued
by LC does not match an existing record, it is loaded if from an overseas
office and retains its identity as an LC-issued record:

1.2 if an incoming IBC record issued by LC matches
an existing record, it is processed but loses its identity as an LC-issued

system and subsequently loaded into OCLC, the record retains its identity
