Final Report of the PCC SCS Working Group on the PCC AV Core Task Group

Summary

These recommendations were originally presented as part of the final report of the Core Bibliographic Record for Audiovisual Materials Task Group (AVTG). The Standing Committee on Standards submitted the AVTG's recommendations along with SCS's proposed actions, but this document was put aside during the PCC/CONSER merger and as a result, the recommendations were never addressed. The chair of the original Task Group inquired about them, which resulted in SCS forming a small working group to revisit the issues.

There are a total of 7 recommendations: 3 involve referral to SCA or SCT. The others involve the formation of task groups or preparation of documents for other ALA groups

Recommendations and SCS Responses

  1. The PCC should undertake the design and promote the use of a Visual Materials Cataloger's Workstation. The workstation should be designed to perform the following tasks: A) Extract textual data from the screens/frames of moving image works (preferably for any works issued in any widely available format); B) Convert the extracted textual data into a form that may be captured and transferred to a USMARC record

    • SCS action: Refer to SCA which should be aware of the special needs of visual materials catalogers and help promote a workstation that would facilitate the cataloging of visual materials
  2. The PCC should develop a proposal for the modification of AACR2 Chapter 7 to assure that Chapter 7 unambiguously instructs catalogers to use the title & credits frame(s)/screen(2) as the chief source of information, and that the substitution of any other source requires a 8.7B3 source of title proper note.

    • SCS action: In collaboration with CC:DA liaison from ALCTS Media Resources Committee, propose rule change stating chief source should be title frames of item; include wording on what to do when item is not viewed; include glossary changes. Seek joint sponsorship from others such as OLAC and the Association of Moving Image Archivists.
  3. The PCC should develop a proposal for the modification of AACR2 Chapter 8 to assure that Chapter 8 unambiguously instructs catalogers to use the projected title & credits information as the chief source of information for projected graphics, and that the substitution of any other source requires a 8.7B3 Source of title proper note.

    • SCS action: Agree; refer to SCT for inclusion in training materials
  4. The PCC should study and recommend effective means to improve the speed of availability of uniform title authority records for major motion picture and popular television series. Additionally, the PCC CBR-AV Task Group joins with the ALCTS Audiovisual Committee, OLAC, AMIA, and SAA in recommending that LCRI 25.5B for motion pictures and television programs be rescinded or changed to LC-internal-use-only status.

    • SCS action: Agree; refer to SCT as training issue since RI now clearly states "LC practice."
  5. The PCC should recommend that the USMARC National Level Record standard be modified to alter the status of the USMARC 007 (Physical Description Fixed Field) from optional to mandatory for audiovisual materials.

    The PCC should study and recommend an overhaul to the USMARC 007 (Physical Description Fixed Field) to: 1) expand the number of characteristics coded in the field (e.g., add broadcast standard), 2) improve the 007's potential for use as a mechanism to streamline cataloging and process (e.g., it may be possible to generate 300 and 5xx fields from data present in properly coded 007); 3) to make the 007 more amendable to use by OPAC software as a viable sort-by-format sorting field.

    The PCC should encourage expanded use of the 007 (Physical Description Fixed Field) by local system vendors to improve OPAC searching and sorting capabilities.

    • SCS action Appoint a task group of representatives from major AV groups (OLAC, AMIA, ALCTS Media Resources Committee, Music Library Association, etc.) to review the 007 fields in the NLR)
  6. The PCC should recommend that the bibliographic utilities retrospectively convert 037 (Source of Acquisition) fields to 028 (Publisher Number) fields in all videorecording records

    • SCS action: develop copy-cataloging guidelines for when an 037 field should be changed to an 028
  7. The PCC should recommend that the status of USMARC 508 (Creation/Production Credits) be changed from non-repeatable to repeatable.
    • SCS action: Agree; appoint task group to prepare MARBI proposal
