As a legislative branch agency within the Library of Congress, CRS is eligible to participate in the Presidential Management Fellows (PMF) program. Over 100 government organizations participate in the PMF program, which is designed to attract to federal service outstanding graduate-level students from a wide variety of academic disciplines who have an interest in, and commitment to, a career in the analysis and management of public policies and programs.

Initial PMF appointments are made for a two-year period. Some initial appointments may be eligible for subsequent conversion to permanent appointments, contingent upon participants' performance and upon availability of funding.

Eligibility and Application Procedures

The U.S. Office of Personnel Management (OPM) administers the PMF Program. Eligibility information and application procedures may be found on the PMF Program website (external link).

Salary and Promotion Potential

Initial PMF appointments may be made at the GS-09 ($52,146 - $67,787 annually), GS-11 ($63,091 - $82,019 annually), or GS-12 ($75,621 - $98,305 annually) grade, based on the PMF's qualifications. Some PMF positions carry promotion potential to higher grade levels. Staff in these positions are eligible for promotion after one year in grade and demonstrated performance at the next highest grade. Upon successful completion of the second year, PMFs may be eligible for another promotion and/or conversion to a permanent appointment.
