Fred reviewed the upcoming Fall Membership Meeting, which will feature a presentation on the International Trade Center Bookstore. He noted that the Information Technology Committee will have some interesting material to present on consortia pricing. Agenda item 3: FEDLINK Mission Statement: Facilitated Discussion with Barbara Robinson. Susan Tarr began the discussion by saying that she felt that the FAC should review the mission statement in light of the discussion at the earlier FLICC meeting before she reported back to the FEB. She asked the group to achieve a consensus on definitions of FEDLINK and FLICC. Barbara asked the group to try to create a short, evocative mission statement for FEDLINK in lieu of the rather lengthy one it created at an earlier meeting. Before starting on this work, she led the group through a series of exercises that included defining the uses of a book and reading Roger Von Oech's ideas about viewing problems in creative ways. She then asked the group to think of phrases, nouns, verbs, and adjectives that described FEDLINK. After this, each member wrote a simple statement that incorporated the words that the group had chosen. The group then reviewed each member's statement and tried to compose a new statement. At the end of the exercise, they had arrived at an approximate statement: "The mission of FEDLINK is to support federal libraries and information centers as FLICC's business cooperative." Barbara and her staff will work on this statement. Agenda item 4: FLICC/FEDLINK Update - Susan Tarr, FLICC Executive Director, and Managers Susan Tarr reported about her recent RONDAC meeting, where there was discussion of distance learning through satellite conferences, state networks using video teleconferencing, and web-based training. The group asked OCLC to look at synchronous training on the Web. The OCLC Institute will present a knowledge access seminar in December. OCLC is also working with NELINET and SUNY on a seminar on technology management for library directors in Sarasota Springs. She also spoke about the consortium pricing a pilot project with one science technology vendor, in which savings could be achieved by presenting the libraries as an established market to the vendor. Milton MeGee presented a draft announcement of the Fall Membership Meeting. He noted that 98 people registered for the Online Conference through FEDLINK. Nancy Hahn is visiting from an Army Library in Europe and is working on training end-users. Joe Banks told the group that FEDLINK expects to realize a $300,000 surplus. The surplus will be used to strengthen FLICC's programs. So far, FEDLINK has received FY98 registrations totaling $10 million in service dollars. Susan Tarr mentioned that they will be working with Price Waterhouse to develop requirements for the new financial system. Agenda item 5: Committee Reports. Doria Grimes reported that she has received two nominations for each listed position. Fred Rettenmaier said that the Education Working Group is planning another Technician Institute for next year. This year's institute was very well received and included material for both novice and experienced technicians. He thanked the FEDLINK staff for their support. Agenda item 6: New Business. No new business was reported. The meeting adjourned at 12 noon. Note: The next FAC meeting will be held on Thursday, October 23, at 9 a.m.
