Announcements Chair Fred Rettenmaier opened the meeting at 9:05 am. 1. The FAC approved the minutes of the March 12, 1998 meeting with one correction: Janet Wright was absent. 2. FAC Issues and Topics. There was discussion about the merits of having one FAC member moderate the FEDLIB listserv for the entire year instead of rotating moderators among members each month. Vice Chair, Doria Grimes, agreed to moderate FEDLIB for the remainder of the year. Discussion about what kind of information , ie. items, announcements, etc., we want posted on the listserv was tabled until the next meeting. FEDLINK staff will compile a list of all listservs and what their intended purpose. The agenda for the Spring Membership Meeting was reviewed. Executive Director of OhioLINK, Tom Sanville will be our guest speaker. Doria Grimes will chair the Spring Membership Meeting. 3. Consortial Purchasing Update. Meg Williams gave an update on consortial purchasing. The FLICC Consortial Purchasing Task Group has decided to set up a pilot program with Academic Press. The pilot program will provide FEDLINK members with access to over 170 electronic journals. The Task Group is exploring pricing options, model licensing agreements, and other logistics about how to best structure the consortium. They will be working with the offices of Contracts & Logistics, General Counsel, and others to hammer out the details before finalizing the consortial arrangement. 4. FLICC/FEDLINK Update Susan Tarr reported that the office move to the 2nd floor of LC's Adams Building - East Side is scheduled for July 11, 1998. This move will decrease the rental cost in our budget to zero but, our overhead to LC will increase. Instead of moving in two phases, all FLICC/FEDLINK staff will move at the same time and they will keep their same telephone numbers. Joseph Banks presented the financial report. We are solvent. We are still tracking behind last year's pace in revenue due to key members changing from transfer pay to direct. He noted that last year's revenues were better than ever expected. Basically we are at 78% of the budget. Staff are currently working on FY93 refunds. We contracted to have a turnkey document imaging system brought in for archiving new and old invoices. The document imaging system is expected in a week. 5. Committee Reports. Susan Tarr reported for the Budget Working Group. The responses from the telephone survey to FEDLINK's larger customers revealed that they felt the program was going well and will continue to support FEDLINK. Some direct pay customers are concerned about the increase in fees. Susan explained that the reason for the increase to direct pay customers was that costs were actually higher for direct pay customers than we were estimating. So, the increase was to correct the balance between direct pay and transfer pay customers. Training fees will not be increased. Sami Klein will present the FY99 Budget Proposal to the membership at the Spring Membership Meeting. Susan reported for the Personnel Working Group. They are collecting KSAs for different types of Librarians' positions. They are drafting a letter to OPM about simplifying the qualifications for librarians by eliminating the alternatives to the MLS. KSAs for some librarian positions will go onto the Web in a week. Denise Lomax reported that the Education Working Group has set up two task force groups, one is to work on a Federal Librarian's Handbook and the other is to establish core competencies for federal librarians. Doria Grimes reported that the Awards Working Group has completed the criteria for the three awards: Federal Library or Information Center of the Year, Federal Librarian of the Year, and Federal Library Technician of the Year. They are firming up the application process. The meeting was adjourned at 11:12 am.
