for the FEDLINK Program

Request for Proposal (RFP)

This request for proposal (RFP) is for Books and Library Publications Acquisition Services. Vendors of appropriate services may submit proposals in response to this solicitation. All proposals must be received at the Library of Congress Contracts and Logistics Services FEDLINK Section by 12:01 pm (EST) on March 23, 2000 to be considered. The closing date for receipt of proposals has been extended to Monday April 3, 2000, (2:01 p.m.-EST).

Vendors who meet the requirements specified in the document and who are awarded a Basic Ordering Agreement by the Library of Congress may offer products and services through the FEDLINK program to federal libraries and other offices of the U.S. federal government.

The RFP describes the LC/FEDLINK program and its requirements for Books and Library Publications Acquisition Services, explains the requirements and procedures for submitting proposals, and sets the terms under which LC/FEDLINK will conduct business with selected vendors. Contacts for further information are also provided. All prices submitted in response to this RFP must be keyed to the Contract Line Item Numbers (CLINs) displayed in Section B of the RFP.

Please read and follow all instructions and Federal Acquisition Regulation (FAR) clauses regarding this RFP. Understanding and following all of the guidelines may greatly reduce the possibility of a delay of any award that may result from this RFP. The solicitation is offered in HTML, WordPerfect 6.1 and Microsoft Word 97 formats. Printed copies of the RFP will not be mailed out. Please check FEDLINK Web site's "Contracting and Vendor Services Section" (http://www.loc.gov/flicc/mmcontr.html) periodically for amendments or clarifications to the solicitation. You are responsible for ensuring that you receive all amendments to the RFP before submitting your company's proposal.

UPDATE: The FEDLINK Books and Library Publications Acquisitions Services RFP #S-LC00026 was amended on March 13, 2000 to replace Section H, Section I, and Section K. The amendments and answers to submitted questions are listed below in both Wordperfect and Microsoft Word.
