Ukraine: Electronic Turnover of Laws in the Legislature

(Dec. 15, 2011) On December 9, 2011, the Verkhovna Rada of Ukraine (the national legislature) passed a law amending its own rules of internal procedure. As soon as the law enters into force after being signed by the President of Ukraine, all paperwork will be minimized, and the members of the Verkhovna Rada will receive all registered bills and draft legislation by email only. Information on all newly introduced and registered bills will be sent to the personal email address of each Rada Member at the beginning of a working day following the day when the registered document is sent to a relevant Rada committee for consideration. The committees' conclusions and recommendations on further processing of the bills introduced will be placed in the parliamentary electronic database, which is available to the public as well as to Members.
