Mexico / United States: Memorandum of Cooperation on Methamphetamine Production

On August 23, 2012, drug enforcement authorities from the United States and Mexico announced the signature of a memorandum of cooperation (MOC) between the United States Drug Enforcement Administration (DEA) and the Mexican government to combat unlawful methamphetamine production. According to a press release issued on the occasion, this MOC will strengthen the collaborative efforts between the two countries in the area of drug enforcement, which already include resources and training to dismantle meth laboratories, intelligence and information exchange, and joint chemical control operations. (Id.)

The DEA's Administrator indicated that, since most methamphetamines in the United States are produced by Mexican drug organizations that operate in the two countries, a bi-national effort to combat this problem is essential. According to the DEA, seizures of precursor chemicals and methamphetamine laboratories in Mexico have increased almost 1,000% from 2010 to 2011, with a related rise in meth seizures inside the United States' border. Specifically, seizures of methamphetamines in the Southwest border region reached 7,338 kilograms in 2011, more than double the amount captured in 2009. (Id.)
