Frank Kurt Cylke, director of the National Library Service for the Blind and Physically Handicapped, addressed the annual convention of the American Council of the Blind on July 3 in Greensboro, N.C. On July 4 he spoke to the annual convention of the National Federation of the Blind for the 21st consecutive time. On Both occasions, Mr. Cyulke stressed the benefits inherent in centralized library services provided to blind and physically handicapped individuals. The focus of his presentations was development of two centralized braille storage distribution centers -- one to be located in Utah and the other to be established in Ohio.
