Introduction

Through the Library of Congress free reading program, individuals who are blind and physically handicapped across the nation and Americans living abroad borrow recorded and Braille books and magazines. Eligible borrowers may also get special playback machines and accessories. This reading service is administered by the National Library Service for the Blind and Physically Handicapped (NLS) through a nationwide network of cooperating libraries.

Volunteer groups, individual transcribers, and nonprofit and commercial organizations produce a wide variety of additional braille, recorded, and large-print material for readers who are visually and physically handicapped. They may transcribe such varied items as a textbook for a college student, a series of Supreme Court decisions for a lawyer, or a best-selling novel for a general reader. Such contributions help make print- handicapped readers' access to reading material comparable to that of the print-reading public.

This directory lists the names of volunteer groups, individual transcribers, and nonprofit and commercial organizations who transcribe and record books and other reading materials for persons who are blind and physically handicapped. It was compiled from information supplied by organizations and groups who perform these services.

The listing is alphabetical by state. Each entry is assigned an index number and specifies such services as Braille transcription, computer-assisted transcription, print enlargements, tape recording, duplication, and binding. Entries also give such braille code specialties as music, mathematics, and specific languages. The directory contains information in separate sections on state special education contacts and proofreaders certified by the Library of Congress. Wherever braille groups are listed it is our understanding that there is at least one transcriber or proofreader certified by the Library of Congress working with the group/organization.

Sources of Custom-Produced Books: Braille, Audio Recordings, and Large Print is available in large-print and Braille formats and can be provided on computer diskette upon direct request from the Reference Section. It is also available on the NLS web site at <www.loc.gov/nls/reference/directories.html>.

Other related documents on the NLS web site or available
upon request include the following:

Braille Literacy: Resources for Instruction, Writing Equipment, and Supplies , Reference Circular 95-1, < www.loc.gov/nls/reference/circulars/brailleliteracy.html >. This circular lists sources of braille writing equipment and supplies.

Braille Music Transcribers , Music Circular No. 4, < www.loc.gov/nls/music/circular4.html >. This circular lists additional braille music transcribers. It is also available upon request from the Music Section, National Library Service for the Blind and Physically Handicapped, Library of Congress, Washington, DC 20542.

Guidelines for Accessing Alternative Format Educational Materials , < www.loc.gov/nls/guidelines.htm >. These guidelines discuss numerous factors involved with access to alternative format educational materials for eligible students, their parents, or educators. They cover federal, state, and local laws that address disability services.

Library Resources for the Blind and Physically Handicapped , annual, < www.loc.gov/nls/reference/directories/resources2000.html >. This directory gives a profile of each cooperating library in the NLS network. It lists book formats, special collections, and the various services available from each. It also describes other library resources at the national level.

Following are additional resources for materials available in alternative formats:

The American Printing House for the Blind (APH) currently houses a database called Louis: Database of Accessible Materials for People Who are Blind or Visually Impaired . Louis contains information about braille, large print, sound recordings, and computer files from over 200 agencies throughout the United States. Contact:

APH will also enlarge materials if they are not already available. There is a single fee for items under 100 pages and a per print page cost for items over 100 pages. To estimate your cost, count all pages, including title pages, glossaries, indices, etc., because APH will enlarge the entire work. The turnaround time is 8-12 weeks.

The thermoform machine is used to produce multiple copies from handcopied braille masters, on brailon, and on braillabels. For information, including prices and descriptive literature on this equipment and about brailon or braillabels, contact:

Groups, individuals, and organizations who produce reading materials for blind and physically handicapped persons and are not listed in this directory are invited to submit information for future editions. Organizations and individuals included should report changes or corrections of contact persons, addresses, and services performed. Suggestions for improving the directory are also welcome. Send all communications to the Volunteer Specialist at the NLS Reference Section.

Using This Directory Volunteer groups, individual transcribers, and nonprofit and commercial organizations produce almost any kind of reading material one might need. If you want to obtain reading material not available through the Library of Congress program or other programs described in the introduction to this directory, contact the chairperson of one of these groups and organizations listed. You may request that print material be transcribed, recorded, or prepared in large print. Fee structures will vary widely depending on the format requested and the service providers. The cost should be confirmed each time service is requested.

Examples of how to use the directory follow.

1. You are a student and you need a cassette-recorded book in French for a college course. Neither your cooperating library serving blind and physically handicapped readers nor the American Printing House for the Blind can provide the book.
Look under "French" in the index and use the index numbers to locate a group that records French materials.
2. You are chairperson of a volunteer group that transcribes textbooks for students. One text includes musical examples. None of the members of your group knows Braille music notations.
Look under "Music" in the index and use the index number to locate a source near you that transcribes braille music.
3. As chairperson of an organization working chiefly with Braille transcribing, you want quicker proofreading.
Check the section "Certified Proofreaders." It is arranged by state. This part of the directory will help you locate proofreaders in your area so you can make assignments efficiently and avoid unnecessary shipping delays.
4. You are elected president of your district's Rotary Club and you need a large-print copy of the organization's constitution, annual report, and other basic documents.
Look under your state to locate a group near you that does large-print transcriptions.
5. You are a certified braille transcriber, and you have moved to a new city and want to affiliate with a group.
In the alphabetical listing, look under your state and city to locate a group. If there is none and you want to continue transcribing, notify the Volunteer Specialist, National Library Service for the Blind and Physically Handicapped, Library of Congress, Washington, DC 20542. You will be given information about organizations to which you can offer your services as a braille transcriber.
6. You have an employee who needs to refer frequently to agency manuals or regulations, and you want to provide these materials in alternative format.
Check the alphabetical listing to locate a source to produce these documents in the desired format in your state or city.
7. You are the parent of a blind child. You have just moved to a new state, and you want to discuss the services your child will need at a new school. Some of these services will be provided by volunteers.
Look in the "Special Education Resources" section under your state for the name and/or title of the appropriate person and the address to which you should write for an appointment.
8. You are a librarian working for a regional, subregional, private, or public library. One of your readers needs a large-print copy of Macbeth. You have checked with the American Printing House for the Blind and with your cooperating library. The book either is not immediately available on interlibrary loan or has not been produced in large print.
Use the index numbers to locate a source in the directory that does large-print transcribing.
9. You are planning a special social function, and you need several gourmet recipes in braille.
Check the alphabetical listing to locate a braille group. Your request for recipes can probably be met in a hurry.
