Cartoon shows President Hoover wielding a whip (labeled "Hoover Plan") to exorcise four little black devils labeled "Calamity Howler, Cowardice, Destructionist, [and] Fear." In October 1932, as the Depression showed little sign of abating, the President persuaded the banking community to form a voluntary credit corporation designed to halt runs on banks and restore public confidence in the financial system. The plan failed due to the cautiousness of the banking community, and Hoover was eventually forced to recommend that the government intervene directly. |
