Cartoon shows an outraged white-haired naval officer (labeled "Big Navy Advocate") holding a paper reading "President Hoover Sticks to His Smaller Navy Plans." Behind him another officer raises his arms to the heavens in protest. In 1930, President Hoover, hoping to end international naval competition, organized a conference in London, at which the United States, Great Britain, and Japan agreed to limitations on their building programs, despite strong opposition of the U.S. Navy and the Navy League. The caption comes from an aria from The Bohemian Girl, a popular 19th century opera by William Balfe. |
