Editorial cartoon shows President Jimmy Carter trying to get the attention of Cuban dictator Fidel Castro who is busy directing a convoy of soldiers labeled "Cuban Buildup in 16 African Countries." In the fall of 1977, the Carter Administration was alarmed by the steady expansion of a Cuban military presence in Africa. Carter had hoped to begin to normalize relations with Cuba, but feared that this presaged an attempt to promote revolution, much as Cuba had promoted it in Latin America. The cartoonist views Carter's efforts as a sign of naivete. |
