Foremost among its holdings are the publications of the Legal Center and School’s Center for Law and Military Operations (CLAMO)  , which was established in 1988 to ensure the examination of legal issues associated with the preparation for, deployment to, and conduct of military operations. The Judge Advocate General’s Legal Center and School Library is the official repository of all CLAMO publications. Selected CLAMO publications are now being made accessible in full text PDF versions via the Library of Congress Federal Research Division (FRD) Web site. |

The
handbook provides a framework, gleaned from practitioners,
for conducting rule of law missions in the context of U.S.
military interventions. The staff at the Center for Law and
Military Operations (CLAMO) led the publication of the handbook,
but the handbook draws upon input from many different military
organizations and government agencies. Consequently, it reflects
the interagency atmosphere in which rule of law operations
occur. The handbook's purpose is to serve as a resource for
military judge advocates performing rule of law operations,
but it is also of value to the larger development community. |

First published in April 2001, this handbook is a product of the Center for Law and Military Operations (CLAMO). It is designed as a resource for operational lawyers involved in domestic support operations. The handbook’s contents are based on statutes, national policy, Department of Defense Directives, joint publications, service regulations and field manuals, and lessons learned. The purpose of the handbook is to serve as an advisory, working reference and training tool for judge advocates. The Supplement to the Handbook provides hundreds of documents in support of Chapters 2 through 13.

This compendium presents key legal lessons learned during military operations from 1994 to 2008. Organized in the new lessons learned format of the Army's Judge Advocate General's Corps, the book serves as a guide for judge advocates and other legal personnel. It is not to be construed as a compendium of official positions, policies, or decisions of the U.S. Army, the U.S. Marine Corps, the U.S. Navy, the U.S. Coast Guard, or their respective senior Judge Advocates.
