Law and Military Operations in the Balkans

1995-1998

Due to the nature of this peacekeeping operation and the complex past of the Balkan region, this report begins with a brief history of the region, beginning with the 7th century and ending with the death in 1980 of Prime Minister Josip Broz (also known as Marshal Tito), the Yugoslavian Prime Minister and President. The next sections include: a year by year breakdown of the Balkan Conflict, from 1991 to 1995, and the accounts of Operation Joint Endeavor, Operation Joint Guard, and Operation Joint Forge. The report describes the actions of such organizations as the United Nations and NATO during the Balkan conflict as well as the post conflict situation, and discusses how the United States‑led Implementation and Stabilization Forces executed operations in the region. The final part of the report summarizes lessons learned, while 21 appendices provide such resources as maps, organizational charts, Rules of Engagement (ROE) cards, key references, a glossary, and acronyms.
