Congressional Floor Debate on The Uniform Code
of Military Justice

1949-1950

This compilation of documents contains the text of House and Senate debate on H.R. 4080, a bill to “unify, consolidate, revise and codify the Articles of War … and enact a Uniform Code of Military Justice.” House consideration of this bill began May 5, 1949, following the issuance of the Committee on Armed Services’ report on April 28, 1949. Senate debate began on July 29, 1949, following the release of the Committee on Armed Services’ report on June 10, 1949. For both Houses of Congress, the text contained in this document encompasses general debate, consideration of amendments, and final passage. The document also includes the text of proceedings related to the adoption of the House-Senate conference report, and notice of the President’s signature into law on May 5, 1950 (Public Law No. 81-506). It is supplemented by a one-page “Legislative History of the Uniform Code of Military Justice in Brief,” which serves as a detailed index to the contents.
