254. Mapa De Las Tierras Compradas Al Gobierno Y Particulares Por El Cor[one]l Desmenard [Colombia]. Roulin. Bogotá. 1825. Colored pen-and-ink ms., 39 x 59 cm. Scale ca. 1:125,000. In 1819, a political union of the present-day nations
of Venezuela, Colombia, Panama, and Ecuador was achieved. This federation
known as Gran Colombia was led by Simón Bolívar. Much
of Bolívar's efforts involved establishing a nation and government
in the midst of the continuing struggle for independence from Spain.
Despite attempts to consolidate the central government in Bogotá,
the period between 1819 and 1830 witnessed considerable internal dissensions
that climaxed with the secession of Venezuela and Ecuador from Gran
Colombia in 1830. During that time, Gran Colombia arranged for a loan
of £2,000,000 sterling from Great Britain. In partial repayment of the
loan, British creditors were granted lands in various provinces of Gran
Colombia which they in turn attempted to sell to immigrants. This motivation
appears to be the impetus for the commissioning of this detailed and
beautifully rendered map of a portion of Mariquita Province (now Tolima
Department) west of the Magdalena River. Map includes roads, streams,
towns and settlements, delineation of government and private lands,
and carefully rendered pictorial representation of vegetation, cultivated
fields, and relief. Map includes a well-executed shield of Gran Colombia
and an elegant cartouche. Map is oriented with east at top. An accompanying
letter explains that Roulin worked for a British sponsored agricultural
association involved with various colonization schemes in the newly
independent nation of Gran Colombia. In that letter, Roulin's services
were requested for similar surveys in the regions of Caracas and Mérida
(in Venezuela). The name of J. D. Powles, one of the three principals
involved in the 1819 loan, and whose name appears in the letter, apparently
was the individual requesting Roulin's services. Contemporary background
information for the colonizing schemes found in Alexander Walker's two
volume work, Colombia: Being a Geographical,
Statistical, Agricultural, Commercial, and
Political Account of that Country
(London, 1822), was intended for the "general reader, the merchant,
and the colonist" pointing out "the immense advantages which it [Colombia]

Map emphasizes the concentrated British attack on Spanish positions
especially the line of fire on Fort San Luís and on four Spanish
ships in the harbor. Map is oriented with east at top. Thomas, who
also
prepared a similarly well-executed map of the British encampment at
Guantanamo, Cuba, dedicated this plan to John, Duke of Montagu. This
map was prepared in connection with British operations associated with
the War of Jenkins' Ear, a hemispheric assault by the British against
the Spanish, 1739-1742, and part of the larger War of the Austrian
Succession.
