This number is being assigned as an alternate number for a bibliography of the works of S.V. Turaev. Although F 150, sec. 4, specifies that if the topic of a bibliography has not yet been established, a new number should be proposed, that rule applies only to topical numbers and Cutters, not to specific persons under "Individual biography, A-Z" captions. The proposal is therefore not necessary. PN75 should be assigned as the alternate number, with no Cutter given.

Water wells
Since the term "wells" is most commonly used to refer to water wells, it seems likely that most catalog users would look under the heading Wells rather than the proposed heading Water wells for works on the topic. The heading has been used primarily to refer to water wells since it was first established in 1911. There does not seem to be sufficient reason to change this longstanding practice. The proposed new heading was therefore not approved. Instead, the UF Water wells has been added to the heading Wells.
