This proposal may be resubmitted in conjunction with the proposal to establish the subject heading Philosophy, Tonghak (see comments below)

Subject Headings

Concrete architecture

Headings are not established in LCSH for architecture using specific building materials. Instead, the corresponding [ ... ] construction headings are used. The heading Concrete construction has already been established and may be assigned to the item being cataloged. The proposal was not approved.

First Avenue Estate (New York, N.Y.)

Since this specific group of buildings is a designated historic district, as reflected in the UF that was proposed, it should be established as a city section in the name authority file, using its officially designated name. The proposal was not approved.

Philsophy, Tonghak

Terms are generally not used as adjectival qualifiers in LCSH unless the corresponding entity has itself been established as a heading. No heading currently exists for the Tonghak Movement. A heading of that type should be established before the adjective Tonghak is proposed as a qualifier for another heading. In addition, there are some apparent conflicts in the name authority file that need to be investigated and resolved. The existing name heading Ch‛ŏndogyo has a "see" reference from the term Tonghak which may need to be cancelled. It also has the reference Dong-hak Society, which appears to conflict with the reference Donghak Society (Korea) on the name heading Tonghak Hakhoe (Korea). The proposal may be resubmitted after all of these issues have been addressed.
