Because the multiple subdivision --Scottish, [Spanish, Welsh, etc.] is established under the heading Names, Personal, this construction is free-floating. The proposal is not necessary.

Religion and secularism

Since the contrast with religion is inherent in the meaning of the word "secularism," this proposed heading seems redundant. The heading Secularism already exists. The proposal was not approved.
