Library of Congress Documentation for the RDA (Resource Description and Access) Test: Library of Congress Policy Statements (LCPSs)

The Library of Congress Policy Statements (LCPSs), policy decisions for the Library's participants in the RDA Test, are being posted here for information and use, if desired, in the library community.

Because the LCPSs were developed as annotations to be linked to specific instructions or parts of instructions in the RDA Toolkit, many of the LCPSs consist of only a single sentence or short paragraph related to its RDA counterpart rather than fewer but longer documents covering several topics in each longer document.

Decisions recorded in the LCPSs have also been shared via postings of LC's decisions for the RDA Test (at //www.loc.gov/catdir/cpso/RDAtest/rdatest.html) in the areas listed below. If no LCPS is present, the policy is cataloger's judgment.

  • additional RDA elements to be considered "core" for LC (identified by inclusion of "core" in the name of the document);
  • LC's decisions on some optional additions, optional omissions, and alternatives (identified by inclusion of "add" or "omis" or "alt" in the name of the document);
  • LC practice for instructions referring to "agency ..." decisions;
  • LC practice for some "or" instructions.

Because RDA stresses cataloger's judgment in deciding what information should be supplied for the user and because the content of some of the existing Library of Congress Rule Interpretations (LCRIs) was incorporated into RDA, only one fourth of the LCRIs for policy decisions other than those categories listed above (core elements etc.) were retained and revised for RDA.
