This is a growing collection of contemporary open access and openly available online serials. The journals in this collection cover a wide range of subjects, including but not limited to history, literature, science, technology, religion, and interdisciplinary topics. Most of the journals in this collection were published in English, but there are some titles in other languages. All of the journals in this collection were either published explicitly under open access licenses or were openly available works on the web for which the Library secured permissions to acquire and redistribute the works broadly. The journals, which were acquired via web archiving, may be read online with access via the Library’s Web Archives.

All journals added to this collection underwent a selection process whereby subject matter experts from across the Library of Congress determined which works were in scope based on the Library's Collections Policy Statements. Although the Library of Congress holds print copies of some of the journals in this collection, these openly available works can be made more accessible in their digital form. By collecting the digital versions in addition to the print journals, the Library commits to preserving and providing lasting access to this digital content.
