The Federal Research Division (FRD) is a fee-based cost-recovery service unit within the Library of Congress. It operates under the Economy Act (31 U.S.C. 1535 and 1536) to provide products and services to entities of the Federal Government and the District of Columbia and, through Federal Acquisition Regulation (FAR) 51.1, act as Government supply sources for Government contractors. As of October 1, 2001, FRD will operate with revolving fund authority under the Library of Congress Fiscal Operations Improvement Act of 2000 (Pub. L. 106_481, 2 U.S.C. 182c). FRD provides:
