Request for Proposal (RFP)

This request for proposal (RFP) is for acquisition of or access to commerical off-the-shelf (COTS) electronic information resources. Vendors of appropriate services may submit proposals in response to this solicitation. All proposals must be received by 12:01 P.M. EDT on February 17, 1999 to be considered for the FY 2000 FEDLINK program. FEDLINK vendors whose BOA numbers begin with 98CLFB7#### or 99CLFB7#### need not respond to this RFP.

Vendors who meet the requirements specified in the document and who are awarded a Basic Ordering Agreement (BOA) by the Library of Congress may offer products and services through the FEDLINK program to federal libraries and other offices of the US federal government.

The RFP describes the LC/FEDLINK program and its requirements for electronic information retrieval services, explains the requirements and procedures for submitting proposals, and sets the terms under which LC/FEDLINK will conduct business with selected vendors. Contacts for further information are also provided. All prices submitted in response to this RFP must be keyed to the Contract Line Item Numbers (CLINs) displayed in Section B of the RFP.

Please read and follow all instructions and Federal Acquisition Regulation (FAR) clauses regarding this RFP. Understanding and following all of the guidelines may greatly reduce the possibility of a delay of any award that may result from this RFP. The FAR clauses referenced in the RFP are online at www.arnet.gov/far.

The solicitation is offered in WordPerfect 6.1 and ASCII Generic Word Processor Text formats. Printed copies of the RFP will not be mailed out. Please check this website periodically for amendments or clarifications to the solicitation. You are responsible for ensuring that you receive all amendments to the RFP before submitting your company's proposal.
