Financial Management Systems Software for the FEDLINK Program

Request for Proposal (RFP)

The Library of Congress (LC) requires a financial management system to serve its FEDLINK interagency program. This procurement is to acquire: (1) financial management system software and ancillary software, and (2) technical services such as maintenance, training, installation, implementation assistance and data conversion support. The FEDLINK financial system shall consist of "off-the-shelf" software (i.e., programmed and tested software, available for demonstrations, commercially available as of March 1, 1999 and Y2K compliant) which meets standard, federal government-wide financial management requirements as well as general LC requirements. GSA SCHEDULE is preferred. The Contractor may team with a partner to provide the products and services described herein. Vendors of appropriate services may submit proposals in response to this solicitation. All proposals must be received by 2:00 P.M. EST on May 24, 1999 to be considered.

(RFP Modification -- Closing Date Extension: The solicitation for the Library of Congress Financial Management System Software for the FEDLINK Program, previously posted on CBNnet has been extended. This requirement was synopsized and posted on CBDNet on April 22, 1999; the printed CBD issue was dated April 26, 1999. The solicitation, RFP#S-LC99029, is hereby amended to extend the closing date of the RFP from May 24, 1999 to June 2, 1999.)

The solicitation is offered in WordPerfect 6.1 and ASCII Generic Word Processor Text formats. Printed copies of the RFP will NOT be mailed out. Spreadsheets are offered in Lotus Release 5.0. Printed copies of the spreadsheets will NOT be mailed out. Please check this website periodically for amendments or clarifications to the solicitation. You are responsible for ensuring that you receive all amendments to the RFP before submitting your company's proposal.
