  • This committee print was designed to assist the members of the Senate Armed Services Committee, Chairman Senator John Chandler (Chan) Gurney, in their consideration of the legislation that became the Elston Act (H.R. 2575). It provides a summary of the proposed Elston Act as well as a summary of a section-by-section analysis of both the Army (S. 903 (H.R. 2575)) and Navy (S. 1338 (H.R. 3687)) bills, the provisions of which formed the basis of the enacted legislation (the Elston Act).
