- - Kirby used the Old Testament story of David and Goliath to illustrate the modern day struggle of the consumer overcharged by big business. The cartoon appeared along with an editorial praising the recent exchange between New York Mayor La Guardia and Floyd L. Carlisle, head of Consolidated Gas and Electric of New York, concerning rate reduction for consumers. At the same time, on the national level, the Federal Trade Commission at Congress' request, conducted investigations into the business practices of the utilities to protect the local consumer. The eventual outcome was the Public Utilities Holding Corporation Act of August 1935.
