- - By 1940, the dispute between the American Federation of Labor (AFL) and the Committee for Industrial Organization (CIO) was severe enough to earn a presidential condemnation from Franklin D. Roosevelt who said, "The plague is on both of your houses." Kirby's cartoon, picking up on the President's statement, comments on the labor dispute. The deep rift occurred at the 1935 AFL convention in Atlantic City. The AFL refused to partake in the unionization of millions of unorganized industrial workers. Hence, the CIO was formed to serve workers that the AFL neglected. Bitterness ensued, resulting in a split of the two factions. Roosevelt and others feared that unless a reconciliation between the two major factions occurred, there would be irreparable damage to the union movement.
