- - The cartoon relates to the controversy surrounding the nomination and eventual appointment of New York State Senator, Samuel H. Hofstadter to the State Supreme Court. In 1930, Hofstadter and Chief Counsel Samuel Seabury, headed a Senate investigation of alleged corruption in the administration of New York City mayor, James J. Walker. "The Seabury Investigation," as it was known, uncovered widespread abuse and corruption in the city government. Critics of Hofstadter said that his nomination occurred as a result of a deal made in connection with the Seabury Investigation.
