- - The cartoon refers to a proposed meeting of the four major powers, which apparently never took place, to discuss initiatives for minimizing the chances of war and for maintaining peace and stability in the world. It accompanied an editorial entitled, "Collapse of the Big Four," which criticized the involved countries for failing to make the meeting a reality, and specifically ridiculed the U.S.S.R. for promoting peace propaganda, but failing to act in any meaningful way. It also called for a more aggressive stance by the U.S. in response to the Russians who were trying to manipulate world opinion by portraying Americans as warmongers, and create a gulf between the U.S. and her ally, Great Britain.
