Roosevelt the power to bargain with foreign trading partners for equal reductions in tariffs as a means of stimulating the economy. Despite its passage, debate continued between Republicans subscribing to a protectionist ideology and Democrats in support of free trade. Pease's cartoon may be a facetious comment relating to the question of bipartisan support for the measures.
