- - The Congress of Industrial Organization (CIO) formed in 1935 in response to the American Federation of Labor's (AF of L) neglect in representing semi-skilled and unskilled workers in such mass production industries as steel, auto, lumber, rubber, and aluminum. When, in January of 1936, the CIO requested charters for those industries from the AF of L Executive Council, the request, perceived as an attempt to establish dual unionism, was denied and the CIO was ordered to disband. At the November 1936 annual convention in Tampa, Florida, AF of L leader William Green denounced the efforts of CIO leader John L. Lewis, and called for the unification of the two movements. Shoemaker satirically portrays the conflict.
