- - The Truman administration's policies were influenced by the popular opinion that foreign military entanglements should be avoided and federal spending, controlled. Therefore, the government made no appropriations for defense expenditures in anticipation of a war in Korea. When war began, however, the Democrats and Republicans blamed one another for the lack of preparation. The Democrats blamed the isolationist members of the House, and the Republicans bitterly attacked the Truman administration for perpetuating a foreign policy that lacked foresight. The Democrats then accused Republicans of capitalizing on the issue for political advantage in the upcoming November elections. Seibel's cartoon illustrates the bitter confrontation.
