Summary
- Cartoon shows Senators Lister Hill, Robert Taft, Bennett Champ Clark, and Arthur Vandenberg arguing over the extension of the draft. Hill says, "We may have to keep them 2 1/2 years." Taft responds, "2 1/2 years is too long. 20 months is enough." Clark says, "They're trying to keep them in for life." Vandenberg responds, "It is bad for their morale not to know how long they will have to serve." Behind them, the war god Mars points out that the term of service will really depend on whether the United States becomes involved in the war. In the summer of 1941, with war clouds looming, the Roosevelt administration faced the prospect that the soldiers drafted in the first draft in 1940 would have their terms expire in the fall of 1941. After much debate, Congress extended the draft for 18 months. As Berryman predicted, however, the Japanese attack on Pearl Harbor in December 1941 made the issue moot.
