- World War II cartoon shows Senator Burton K. Wheeler leading a group of gold prospectors (Senators Josiah W. Bailey, Bennett Champ Clark, and Harry Flood Byrd and Representative John M. Costello) toward a large mountain labeled "3,029,000 in Civilian Federal Employment." A paper on the ground reads, "Fathers to be drafted soon." In 1943, the War Manpower Commission announced that in order to fill its military quotas, it would stop giving deferments to fathers with dependents on October 1. Wheeler led the charge against the proposal with a bill to delay drafting fathers and Bailey, Clark, Byrd, and Costello raised the issue of the three million civil service employees and other war workers, charging that these areas were overmanned, but they failed to stop the implementation of the new regulation.
