  • World War II cartoon shows Secretary of State Cordell Hull talking to President Roosevelt, who is seated at his desk, holding a paper reading, "Bulletin, Gen. Giraud embraces Atlantic Charter," and pointing to a pile of papers labeled "Attacks on U.S. Policy in North Africa." The president says, "I guess you can file those away now." The United States government backed General Henri Giraud to head the French forces in North Africa, but criticism arose when Giraud did not take steps to remove former Vichy officials from the government or abolish Vichy discriminatory laws. On March 7, however, Giraud announced support of the Atlantic Charter, the document endorsed by Great Britain and the United States as expressing the war aims of the Allies. Berryman appears to think that this will quiet the criticism, but Giraud was eventually supplanted by General Charles deGaulle, the defiant leader of the Free French.
