- World War II cartoon shows Secretary of State Cordell Hull, holding a document labeled "International Security Plan," telling President Roosevelt, "This ought to do the trick." Roosevelt, pointing to Senator John Bricker and Governor Thomas E. Dewey, who are manning a wall with guns labeled "Balanced Budget Demand" and "States' Rights," responds, "But what are we going to do about security in THIS country?" In May 1944, it was reported that Hull had drafted a proposal for a post war international organization similar to the League of Nations. Berryman suggests that Roosevelt may be more concerned about national security and worried that the Republicans may attempt to put restrictions on the war effort in the name of states rights and reduction of expenditures. Dewey and Bricker were the main contenders for the Republican presidential nomination that year.
