Summary

• Zamechaniia o Sibiri (Observations on Siberia) is a political memoir that contains a wealth of wide-ranging information about Siberia in the early 18th century. The author, A.M. Karnilov, was a senator and former governor in both Irkutsk and Tobol'sk. Typical of other books published in this period that heralded Russian progress as well as the natural wealth of Siberia, the volume highlights the transformation of the region and the economic development effected by the Russian state. The author contends that Siberia is destined to be an important part of the Russian Empire in the future, mostly for economic reasons. In evaluating the natural resources of Siberia, he divides it into two parts: a southern section between approximately 50 and 60 degrees north, and a northern section above 60 degrees north. He analyzes the economic advantages of both regions, emphasizing the agricultural potential of the southern area and the vast resource potential of the northern area, which, in his view, will stimulate industrial production. He lauds the enormous wealth of Siberia and bemoans the lack of government support for the population and the fact that the authorities too often regarded the region as mainly a place of exile. The book contains two maps on the very last page: a hand-colored "Map of the Western Part of Asiatic Russia in 1807" and a foldout map of the "Western Part of Asiatic Russia" (Tobol'sk region) that shows the course of the Ob' River from Tobol'sk to Obdorsk (present-day Salekhard), with settlements indicated by their distance from Tobol'sk. There is also a useful appendix that lists these settlements, as well as their distance from Tobol'sk, and that gives the pages in the book where the author makes reference to these settlements. The work is dedicated to the heir to the Russian throne, Alexander Nikolaevich (the future Emperor Alexander II), who was a child at the time of its publication. World Digital Library.
