Mather, Robert Sterling Yard, Horace MacFarland and Richard Watrous of the American Civic Association, the American Scenic and Historical Preservation Society, and the Burlington Railroad; it includes extracts from the Secretary of the Interior's 1915 Annual Report, which link the national parks to the urban park movement, and declare that "the aim [of the parks] is to open them thoroughly by road and trail and give access and accomodation to every degree of income;" it includes statistics on tourism in the parks, including auto tourism, and statistics and other information on the parks' fiscal and managerial condition, thus providing what is in effect an administrative snapshot of the national parks and monuments on the eve of the Park Service's creation; and it reprints all of the House hearing of April 24, 1912, and nearly all of the House hearing of April 29, 1914, both of which concerned bills to create a Park Service, thus providing readers of the present document with something of a capsule history of the development of National Park Service legislation.
