Motion Picture, Broadcasting and Recorded Sound Division (MBRS), National Audio Visual Conservation Center (NAVCC), Library Services at the Library of Congress, in Culpeper, VA, is offering an opportunity for a qualified individual to serve on a full-time, 180-day temporary appointment.

 

NAVCC oversees one of the largest film and audio and video collections in the world. Collection items are acquired through born digital transmission, copyright deposit, exchange, gift and purchase, and spans across the entire history of the recorded sound, film, video, television and radio. 

 

The position for this appointment is Facility Engineer (Electronics Engineer).

 

The incumbent is responsible for the documentation of audio, video and motion picture signal playback, recording, distribution, processing and conversion systems; the analysis of audio, video, and motion picture digitization systems; and documentation related to the planning, requirements, procurement, and disposal of these systems through their lifecycle. 

 

Specifically, the incumbent will:

 

  • Provide engineering support services including, installation and removal of equipment from racks, cabling of equipment, installation of required cable and device labels, connection of equipment to power, network and other signal systems.  Assists with research, development, planning, implementation and maintenance of complex analog and digital audio, video, motion picture preservation systems (i.e. digitization, processing, migration, quality control and required support).  Assists with the development, planning, installation, testing and validation of procedures and technical drawings for those preservation systems. As needed, will author, review, approve and/or maintain technical engineering drawings, engineering standards documents, system test plans and reports, standard operating procedures and required operating documentation relevant to audio, video and motion picture preservation systems.  Familiarity with IP addressing schemas, Ethernet and SONET networking designs, SNMP, SOAP, and RESTful command, control systems designs and facility technical standards.
  • Assist engineers with the review of contractor working plans and specifications. Reviews plans and takes action to ensure conformance with organizational guidelines, procedures and requirements. 
  • Assist with maintaining NAVCC facility engineering documentation and tracking applications, including the facility CAD drawings, the cable number database system, IP infrastructure documentation, equipment and parts spares inventories, etc.  Performs internal documentation and records management functions and interface with external systems integration vendors to review and give feedback on suitability of documentation for inclusion in NAVCC documentation package.  Provide technical engineering support for external liaison activities that result in the submission of audiovisual collections to the Library including (but not limited to) the American Archive of Public Broadcasting, Live Capture, etc. Familiarity with AutoCAD and FileMaker Pro documentation software packages is required.
  • Manage and support CAD process and supports, the redlining process to maintain an accurate database for changes, modifications, additions, etc., that are made throughout the complex.
  • Provide equipment and systems test and validation functions including developing test plans, performing tests on equipment being considered for inclusion at NAVCC, and creating test results report.  Perform and document tests on systems procured through the Library’s systems integration contract for required functionality.  Perform validation testing on systems created by other teams within the Library for required functionality.   Interested Candidates should, prepare a resume with a one-page statement expressing interest in this opportunity, along with a description of their qualifications that includes current work experience and training related to the knowledge, skills, and abilities listed below.
