The primary purpose of this position is to provide Contracting Officers’ Representative (COR) support in the Office of the Chief Information Officer (OCIO) of the Library of Congress. The incumbent manages vendor contracts, related to the planning, development, and delivery of information Technology (IT) goods and services. Contacts are of a moderate to high complexity representing risk to the Library due to dynamic requirements that require attention, monitoring, and management during the course of contract performance to include on-site performance of services, development of information technology applications, or performance of non-standard or sensitive functions such as security services. The incumbent interacts with OCIO management, internal and external stakeholders, business and systems analysts, IT specialists, contractors, and others to ensure delivery of contracted services within time, budget, and cost constraints. Provides acquisition planning, contract performance monitoring, vendor management, and contracting research and analysis. Conducts special projects and studies, either individually, as a participant on committees or working groups, or as a project leader or chairperson. Serves as a liaison with the Library of Congress’ Contracting Office for assigned procurement actions.
