The Senior Cost Management Analyst is in the Financial Services Directorate (FSD), reporting to the Supervisory Program Manager in the Office of the CFO. The role will develop and maintain defensible Independent Cost Estimates (ICEs) for select Library programs; perform Independent Cost Assessments (ICAs), and craft, implement, and monitor the policies, procedures, and standards for cost management practices Library-wide. The incumbent will assess cost related risks, identify and communicate corrective actions, and collaborate with Service Unit leadership and management on budgetary and timing issues. In addition to expertise in these tasks, the incumbent should have strong writing skills to generate reports and illustrate underlying data for external readership. The incumbent should have knowledge of cost estimation software packages. Collaborative communication is an essential skill as the incumbent will work with Service Units and subject matter experts (SMEs) in the development of cost estimates and related cost management practices. The role provides leadership as a change agent by marketing continuous improvements as building blocks for organizational changes.
