The position serves as the Assistant Chief, Employee Resources Management and Planning Division (ERMP) and reports directly to the Chief, ERMP Division of the Organizational Management Directorate (OMD) located in the Library Collections and Services Group (LCSG). The primary purpose of this position is to support the administrative programs in OMD by providing expert advice on human resource issues and initiatives to all of LCSG. The Assistant Chief will provide leadership over the following HR related functions: Personnel Action Requests (PARs), Vacancy Announcement Requests (VARs), awards, Volunteer Service Agreements (VSAs), internships, telework, performance management, the service catalog, classification guidance, position descriptions, and reorganization implementation.  This position will be responsible for defining the administrative programs related to these areas as well as strategies to support various components of these programs. The incumbent works in collaboration with the service unit leadership, directors, managers, and the Library's infrastructure offices while coordinating and overseeing highly complex and diverse service unit programs and activities.
