-  This Bill Requiring the Construction of Roads to Provide Turnpike Access was introduced by Delegates Mullett and Roop on February 4, 1988 to the West Virginia State Legislature as House Bill 4358. It was passed as Senate Bill 140, in response to community efforts on Coal River. Community representatives reasoned that enhancing access to Route 77 by connecting Arnett to the Pax Interchange, Clear Creek to the Mossy Interchange, and Comfort to the Chelyan Interchange would promote commercial development and recreational opportunities for communities along the Big Coal River corridor (Bone, 1994). Though the bill was passed, as of 2001 it has not been implemented.
