(Sept. 17, 2010) The Extraordinary Chambers of the Courts of Cambodia, the body conducting the war crimes trial of members of the Khmer Rouge, opened its eighth plenary session on September 12, 2010. The tribunal will be devoting this week to discussion of the internal rules concerning reparations and the participation in the proceedings of victims of the crimes. According to Acting Plenary Vice President Motoo Noguchi, the court is “eager to learn from our past experience and keep improving so that we can remain confident that our procedures are fair and meaningful.” (James O'Toole, KRT Plans Rule Changes for Victims, THE PHNOM PENH POST (Sept. 13, 2010), http://www.phnompenhpost.com/index.php/2010091341996/National-news/krt-p
