Article Brazil: New Law Creates National Program for Access to Technical Education and Employment

(Nov. 18, 2011) On October 26, 2011, Brazilian President Dilma Roussef enacted Law No. 12,513 (Lei No. 12.513 de 26 de Outubro de 2011, PLANALTO.GOV.BR), which creates a national program for access to technical education and employment (Programa Nacional de Acesso ao Ensino Técnico e ao Emprego – Pronatec). The program was designed to enable young people and workers to obtain better qualifications to enter the job market and consequently secure better positions and at the same time increase the Brazilian economy's productivity and the population's income.

On the same day, President Roussef also enacted Decree No. 7,589 (Decreto No. 7.589 de 26 de Outubro de 2011, PLANALTO.GOV.BR) and Decree No. 7,590 (Decreto No. 7.590 de 26 de Outubro de 2011, PLANALTO.GOV.BR).

Decree No. 7,589 creates the Network e-Tec Brazil, established under the Ministry of Education, with the purpose of developing professional and technological education in the form of distance education, which will broaden and democratize the availability of and access to free public and professional education in the country. Decree No. 7,590 regulates the Assistance for Educational Evaluation (Auxílio de Avaliação Educacional) for teachers who participate in the new technology education and employment program.
