Ritchie, attacked prohibition and defended states' rights. The following officials appear in the film, but are not individually identified: Governor Trinkle of Virginia; the Mexican ambassador to the United States, Manuel C. Tellez; a man who is probably Admiral Samuel S. Robison; Major General Mason M. Patrick; Major General John A. Lejeune; Ralph O. Brewster, governor of Maine; Admiral William A. Moffett; and Major General Fox Conner at the speakers' table. Also attending the banquet are: secretary of the navy, Curtis D. Wilbur; Belgian minister of agriculture, Aloys Van de Vyvere; Senator Royal S. Copeland of New York; Senator Richard P. Ernst of Kentucky; Admiral Robert E. Coontz; and Admiral Charles P. Plunkett.
